Job Position: Principal Payment Systems Analyst – Policy and Approvals

Duties and Responsibilities:

The principal accountabilities for this position are to:
  • Propose new developments to the payment systems legal framework based on thorough research and impact assessments for the bank and board.
  • Research and make policy recommendations to the bank and board regarding standards on fees and charges for payment services.
  • Provide technical advice on the application and interpretation of the provisions of payment systems legislation to internal and external stakeholders.
  • Assess payment instrument issuer license applications and recommend the appropriate course of action to the bank for addressing incidences of non-compliance with payment systems legislation by applying the stipulated remedial measures as and when such incidents occur.
  • Act as a catalyst to facilitate the reform of payment systems in Namibia through participation at various stakeholder meetings, forums and committees.
  • Develop and manage the implementation of a payment systems simulation and stress testing framework, in line with best practice for bank.
Knowledge and Experience:

  • Minimum Honour’s Degree or Equivalent qualification in banking / legal / economics.
  • Payment Systems Training or equivalent and attendance of a Manager’s Development Programme or equivalent will be an added advantage.
  • 3 years experience in a financial regulatory environment of which 2 years must be at a supervisory level.
  • A thorough understanding of the Bank of Namibia regulatory environment (Payment System Management Act, Banking Institutions Act, Bank of Namibia Act, Exchange Control Act, State Finance Act, Financial Intelligence Act).
  • An understanding of the National Payment System (Clearing, Payment and Settlement Systems) and International Standards i.e. Financial Markets Infrastructure and Oversight Principles.
  • Advanced analytical and policy development skills would be an added advantage.
  • Ability to pay attention to detail, good time management and a strong quality output orientation.
  • Strong research and written communication skills.
  • Computer, excellent report writing and outstanding analytical skills.
  • Excellent communication and presentation skills.
  • Ability to work under pressure and within high performance-driven environment.
